The city is potentially missing out on more than $100 million in unpaid parking tickets and fees from 2012 to 2019.

Each year, about 50,000 delinquent New York City library patrons are reported to Unique Management Services, a debt collection agency that works with all three of the city’s public library systems.

Vendors apply for new licenses under different names to avoid paying thousands in fines from the agency.
