State Attorney General Letitia James alleges the city's Taxi Limousine Commission jacked up prices of medallions in "a scheme that defrauded medallion owners."

On Monday, Council member Mark Levine, who has been leading the effort to draft legislation for a bailout, said the Congresswoman’s attention to the issue gives the plan “enormous momentum.”

During a confirmation hearing last week, Roth suffered under an intense grilling from City Council members.

"The fact is, there is a myriad of precedents for this here in New York City, and it's simply inexcusable to say this is impossible," said Mark Levine, a City Council member.

The report, which was released on Monday, notably stopped short of recommending a bailout for the thousands of drivers who are struggling to pay back large loans.

Anthony Medina is accused of impersonating a New York City marshal to intimidate and steal taxi cabs and medallions from taxi owners facing debt payments.
