Bigwig medallion lenders are none too pleased.

The administration will not be moving forward with an expected 6,000 green cab-expansion next month.

According to the police, Manuel, who has been a hack for the last decade, was trying to solicit a fare when he "got into an argument with someone, and ended up being shot."

"If [a new taxi medallion sale] were delayed a little bit it would be difficult . . . If we were to not get it, it would be very serious."

Mayor Bloomberg just wanted to make it legal to hail a livery cab in the outer boroughs and all he gets is headaches.

Though taxi medallion owners are going to fight it in court until the last second, Bloomberg's dream of a legal street hail livery cabs is now much, much closer to reality.

When the city's new legal street hail cabs come to town they'll all need to be one color. And the current rumor is that that color will be...green.

Last night Governor Cuomo announced that an agreement had been reached in the previously stalled plan to bring legal street-hail livery cabs to the outer boroughs and upper Manhattan. Also, lots more accessible cabs!

In a surprise victory for Bloomberg, the State Senate approved his plan to let livery cabs pick up street hails last night, 40-21.
