Two were lieutenants tasked with training other guards on how to prevent sexual assault.

The jail's track record with electrified shields suggests this might not go so well.

"If it would have been me," his alleged victim said, "I would’ve been locked up."

Of the 30 guards the state tried to fire since 2010, 22 kept their jobs.

"He needlessly suffered for hours as his insides literally burned," a judge said.
