The mayor signaled his support for a private housing development on the grounds of an Upper East Side public housing complex, despite protests from residents and elected officials who have threatened to sue the city.

"If they were to turn the existing parking lot into a playground, the children would literally sit there inhaling fumes from the FDR and looking at the garbage dump that's being built near there."
