Gov. Kathy Hochul signed a bill into law late Wednesday that will raise the lower age of juvenile delinquency from 7 to 12. It's expected to take effect in a year.

All of the nearly 100 teenagers under the age of 18 on Rikers were transferred to the Horizon Juvenile Detention Center in the South Bronx.
