New York City's crossing guards, the majority of them women, work part-time split shifts for low wages, and lose their health care benefits in the summer months.

The NYPD explained Thursday's absence by noting that the guard had taken a personal day, and there was no one available to cover her shift.

Silver is also calling for longer times for pedestrians to cross and a comprehensive study of Delancey Street, which has been deemed one of the city's most dangerous roads for pedestrians and cyclists.
