A witness says that the driver was just screaming.

To go along with charges against the driver who allegedly drunkenly slammed into a Staten Island building over the weekend the city has decided to pile onto the building's owner, too!

A prosecutor said, "This is not an accident. This was intentional."

A five-year-old girl and her mother who were trapped under the car suffered serious injuries.

The driver is suspected of DWI.
