Is the NYPD pulling stats out of the air to justify a disproportional focus on cyclists?

An elderly woman was killed by an SUV driver as she crossed Canal Street early this morning.

This happened last Sunday morning.

Authorities say that the woman was crossing west on Bowery at Bayard street around 6:30 a.m. when she was hit by the minivan in the crosswalk.
